Upload your save data. Boot up your ps3 DOA5U and upgrade to LR. Should be an automatic update. After that, go to options, then press square. You should be asked to upload your data. Then boot up your ps4 DOA5LR and when you start up your game, your data will be transferred.

I've done that but what exactly carries over? no titles, no story, just random bits of DLC some I've bought and haven't bought.

…You're suppose to get all of it. Worked fine for me. Got most of my titles, all costumes, all system voices and my story mode is completed.
