Set the reaction to block all with stagger on fastest. If a move isn't guaranteed they should block it.

I think you set the CPU's reaction to hold all

but if I set reaction to block they block my BT move.

What character's BT move are you trying out?

Are you free stepping behind and using it? If it's in a string make sure it lands first.

With this kind of training I'd just do it manually via record state since sometimes the training bag will more than likely miss few details giving you a false sense of security. Record the cpu to do what you are investigating against you.
