I mean what's the point in playing the game if your not trying to improve or win. I don' get it...

It's almost the same as playing for Fun so you understand in order for players to really have fun both players must play at their best.

I mean like when people use it negatively

To them you have to let them win because their not having fun. when you so called try your best at a game to improve these are called scrubs. These people are new to fighting games they don't play to win only have fun and because of that they never get better which the term "tryhard" is someone who is better then them.

hopefully you understand why they use tryhard.
