Yes, as long as that particular account (The PS+ account) is a master account on the PS4. Basically the activated account for it. All games you downloaded off the PS+ account, DLC etc etc. will work on any account on that PS4 as long as it's a master account there.

Online multiplayer might differ from game to game. GTAV example or those battlefield games require a PS+ account and the other ones might not be able to go on online multiplayer. But every other thing such as DLC or games on the console are still able to be played on any account.

Ok so for example; I have 3 accounts. One for general usage, trophy hunting, etc, one for fighting games only, and the 3rd is a Japanese account. You're saying the Master account(the account that I use generally)that has the Ps+ subscription will let me go play online, purchase stuff from the store, and all using all 3 accounts?

I don't have a ps4 yet, but if I get one, I'm trying to see if I have to buy ps+ subscriptions for all 3 accounts which imo, seems like a huge chuck of money to take off.

You Just need to buy it once for the Master account, and all DLC and online play, and free games can be used by the other accounts.
Simply as that, Easy as pai, the kid can do the laundry... ect. ect.
