Why do you say so? He is a cyborg not a robot, this means that he is done of both human and robotic parts. A cyborg can be a robot with human skin (see for example Terminator) but even the opposite as in the case of Raidou (an human with robotic prothesis).

you'd think his sweat glads would short circuit his robotic parts

That could only happen if the conduction parts or CPU were exposed, and even then assuming it is not made of a waterproof alloy.

It is assumed in just about any Cyborg setting these problems are solved.

Well the cybernetics probably made his dead body live again, reactivating his sweat glands or some BS. Better than a funky smell coming off him due to his rotting corpse.

Exactly. He's a freaking rotting corpse. I'm not even sure if his body organs are still there and working. I don't even think he drinks water too. lol

Raidou was brought back to life, in my opinion this means that he isn't a simple reanimated dead body, but an human fully alive. We should suppose that the robotic prosthesis are just what we can see, and there is nothing more than it. Also consider that MIST clones humans, I think that they could have the technology for creating inner organic prosthesis if necessary.

Maybe the grey skin could make think that he is a rotten body: mentioning a similar example I remember how originally the main Pain from Naruto series was depicted in the anime with a grey skin, just to give an hint that actually he was a dead body and not an ordinary alive human.

But actually you should consider that even his costumes of Dimensions where he shows the power of DoATEC show him with a dark skin, so I'm not truly sure how much of Raidou's current grey skin is a consequence of his dead status or simply his ordinary powered appearence. Not sure anyway about his loss of pupils.
