Is not because of the lolboobs, but how they (tecmo, or team ninja), sell boobs as the main thing of the game. From the outside perspective, is something "if they are selling boobs this hard, the game is probably shallow in every other aspect" which isn't true, and it took me a lot of curiosity and getting into Ninja Gaiden to learn that about DOA.

No, because the gameplay is lacking the depth of many other competive fighters.

@grap3fruitman How would you suggest DOA get equal amount of depth as the other fighters then?

I honestly think it is deep enough already. It has way more depht than Mortal Kombat and it is less popular. But i don't know much about 3d fighters, so i can't comparte to tekken or soul calibur or virtua fighter...
