Even then. In SK2, she was somewhat infamous for being a ridiculously difficult boss fight, such that the devs were unable to get past her whilst streaming the game to show it off. Even now, she serves as a brutal wake up call to players who think they can use the same tactics from other games in the series.

She's also the very first boss in the game.
