How do you choose cover photo?

Go to the profile tab on the UI and there's an "...." option that let's you choose screenshots you have on your ps4. You can then zoom in and crop it to fit the cover space

No, the cover tab on your profile page where you change account info, it'll display for anyone to see

Yep, other people can see but there should be an option to where it's private depending on who you are friends with. And doesn't HDR improve the HD quality?

HDR is high dynamic range. It won't improve the quality unless the game supports it and you have an HDR tv.
