Do ranked, and set your region to "nearby" and connection to "any". It may sound like a bad idea, but the netcode actually overcompensates on good connections making them worse, so slightly bad connections end up ideal.

Finally, time of day is really important as fighting games have a lower population than other genre's, especially this one... I notice you're posting at 3:00 AM, and at that point life is going to be tough. If you can hit the prime time stride between 6:00 PM to 12:00AM EST, you should have more success.

And the final tip is... if you have a choice between PSN and XBL for DOA 5, you choose XBL. If you're stuck with PSN, you take whatever you can get in terms of opponents.
