From what I've seen, 4T can be used as a GBOD setup or perhaps for mind games. It isn't exactly that useful. The frame advantage you get isn't that great either. Perhaps @DestructionBomb can provide more detail.
Like @samuraihachi said, it's mainly a GBoD setup. Besides that, it's a positioning tool to put them near a wall, especially if they have you against one. Quick and easy get out of wall "free". +6 is pretty good for a throw that leaves you BT, and the animation itself happens so fast that someone inexperienced against it probably won't know what to do.
Yeah I mainly use that throw to obtain advantage since you are at +6 or using it near walls/cliffs/breakables etc. You could do a jab into 4T and you gain advantage right away. Most cases, it can be used as a GBoD setup because when the opponent tries to go back forward they are usually guarding when they do.
Akira Wall pressure isn't as overwhelming as other characters but for some players its good enough to make them use that Throw.
