I mean, let's be serious here. Every single character up there doesn't fit at all except Yun and Ed, simply because they come from fighting games so it's easier for devs to come up something to put it in the game. I don't see those two making the cut either though if it isn't Ryu, Chun-Li, Ken, and Cammy.

Other exceptions really depends. You did have Star Wars in SC, but the story plot and SW saber battles compensated it to fit into the SC universe. These days, people want Goku in Pokemon without actually thinking about it if it made sense or not. (which doesn't).

Naotora's design in her moveset is physical combat. You expected a character with a sword and shield to make it in DOA? lol.
If TN released a teaser of a DW/SW character making it in, you can be sure that it'll be a character based on physical combat that is similar or at least almost close to a fighting game character. (.....somewhat...)
