There's something called balancing .. she may have the tools .. but the frame data and damage out put, as well as certain stun properties will not be the same. all the tools you talk about are also things done in neutral ...in stun all she has is what everyone else has: SE and holds I think...

Akira is a damn beast. I've been recently using him. The only 2 things I feel he lacks are limited range attacks, and a slightly less obvious way to enter burst. But at the end of the day he really doesn't need it as he can get a good chunk guaranteed damage even if the opponent is blocking...
