Some of these are nice. I don’t think resubmissions are a problem either; there’s all sorts of reasons good designs might have been overlooked and deserve a second chance. Personally, I’m hoping for some more casual stuff.

So we have three sets of 'republished' DLC from LR starting with bunny girls, seperate from the season pass. Everything is 16 costumes but for the final set of republished DLC so rip males I guess. The winners in the design contest will be announced at DOAFes.

No, it's pretty clear the additional character is the one there is a raffle for; I.E. the one being released this month. Maybe the new information they'll release relates to new free DLC or they'll announce the second character's identity early.

Perhaps they intend to do more personalised free outfits spaced around the homogenous DLC packs. This is a good thing. I will remain cautiously optimistic about the ticket system. I recognise the potential for abuse but they could surprise us still.
