Frame Data Question

I was reading Hayate's DoA4 Frame Data and I came across his 66kkk combo.
Mid High Mid, 3rd is counted as jumping mid kick, but the second hit is a High Kick Divert. So what does Divert mean, does that mean that if I high hold the second hit, it'll just move me out of the way as it would his 7k, or Jann Lee's Dragon Kick?
