The hell did I find? Only seems to work up a slope with your opponent's back to the wall and while she's moving her arms in front of you. I haven't tried it against other characters or in other areas.
Is this a known glitch with Lei Fang in 3.1?

The hell did I find? Only seems to work up a slope with your opponent's back to the wall and while she's moving her arms in front of you. I haven't tried it against other characters or in other areas.
Someone try this on a fresh copy of 3.1 on Lei-Fang/Lei-Fang in the bottom area of that stage.
