Quick Question On DLC Costumes

Can anyone see the costumes you purchased? or do they also have to have the same dlc downloaded to see them? i keep getting mixed answers on this, and i cant tell online

Only people who buy the same DLC as you can see the costumes. It will just show up as a default otherwise.
