That is very odd. I had that same issue yesterday but now today it seems like it's fixed (although it takes forever to finally find someone).

it only took me 2 days to unlock all the costumes. Do anyone have an idea of when they will release DLC costumes?

Not 100% sure. For DOA 5 the US release was 9/25 and the first set of DLC outfits (which were free) was released on 10/2. It took over 2 months before you could get the preorder and swimsuit DLC (I wonder if they'll follow the same path with Ultimate?).
There are "rumors" that this outfit has a very good chance of being paid DLC at some point.

Taking the US Vanilla 5 release date into account (9/25) and the date of Vanilla 5's First Time Pack (10/2) release date. We might receive a First Time Pack 2 for 5U by 9/10.

We in the states have been getting teased with lots of costumes that aren't currently available to us. In addition to the Japanese CE swimsuits, Racing outfits, and Warriors Orochi bonuses, there are also exclusive outfits for Kasumi and Ayane through vouchers offered from Famitsu and Dengeki Online respectively
