I can't move on just yet. Mainly because the social media updates are just "Which character do you like more?" And also because the misunderstandings are accumulating on top of each other. It's more about clearing up the misunderstandings than anything.

You said that they changed the defaults after listening to EVO. They couldn't change the defaults because the "defaults" didn't exist yet in 2017. The alts didn't exist. None of it existed. And they change the defaults every game. They didn't "change their mind" because their minds weren't made up yet. This is important because no one really knows what all went on behind the scenes. Shimbori doesn't say in the interview「途中で変えた」(we changed it midway through) or anything. They just took feedback and decided what to do for DOA6 after that.
What you meant was that they went in a different direction from previous games, and
no one is saying that's wrong. They did. We all know they did. They said that they did. But, you're also saying that how the costume images are laid out is showing that they decided to go in a different direction
mid-development, due to EVO 2017 feedback, when it's not. It doesn't show that. Just because something is in the first slot in the image section doesn't mean that it was going to be the default costume. If it was, that would mean that Tina's C2 from DOA5 was going to be her default in DOA6 before they "changed it". But, because it's no sexier (probably even less sexy than her actual DOA6 default), there would have been no reason to change it. If they changed it, they chose a
sexier outfit, which goes against your point.
Kokoro's DOA5 outfit doesn't just not show cleavage, it covers her arms and you can't really see her legs either unless you do certain kicks or try to upskirt her during the lose pose. And it has no physics. They changed it to an outfit that shows her arms, cleavage, stomach, and has physics. They probably wouldn't have changed it from DOA5 if the goal was to be less sexy. It doesn't make sense. (I'm pretty sure the physics on Lisa's and Tina's costumes are the same, but I will fully admit to not checking, so I may be wrong.)
Kasumi blue costume isn't weirdly placed, same with Honoka cow shirt costume. You think that because you think your row theory is true, that it's some kind of rule. If your row theory were true, then Kasumi blue costume should be placed at 003 but ... just happens she has four DOA5 costumes, same with Honoka, so your row theory can never be applied.
Nah, it's weirdly placed. Few people would think of the blue being a wholly different costume from the white and black variants. Just like with Honoka's sweater. It is different. But, not different enough. The same with people thinking Diego doesn't really have 2 cotumes.
And I'm saying that because it's not at 003 that the blue is weirdly placed. If they had done it properly, it would look more like Honoka's chart. Saying the "top row" was just another way of me saying the first 3 costumes. Minus Kasumi's blue outfit which is weirdly out of place, it looks like all of the DOA5 outfits were slotted in first. They were probably also completed for the game first because they could reuse the assets. And then, the new costumes were put in the grid as they were completed. I think that makes the most sense.
When I say it was coded weird, I mean that the reference order doesn't match the order that they put into the character select screen. Which is what you're talking about. They would've had to code all the list references as 4, 1, 6, 2, 3, 5 to match the chart instead of 1, 2, 3, 4, 5, 6. But, I'm saying that the reason it's weird is just them being dumb/lazy/rushed about it, and not that something happened in development that made them change what the defaults were because of EVO 2017. In Summer 2017, they would have barely started on DOA6.
