If MS is going to change something spec-wise (particularly CPU/GPU speeds), they have until launch to decide on final specs. Once the console is launched, they have to commit to the decided specs. Now if they are still having heating/yield issues after launch, they will be able to work to address those over time via hardware revisions and whatnot (like we saw with X360), so long as the specs of the main hardware components don't change.
