The row-of-nine thing is completely illogical. Remember we're yet to see Helena, Fu, Eliot, Wong, Mila and Pai. So, assuming we're getting three rows of nine (which is very unlikely), we'd end up with three more which would make Ein, Leon and possibly Banko a perfect fit.

If you look at how much time is remaining before launch, there's next to no way there can be nine more characters. Unless there are some bonus characters that are just swaps like Shiden or Kasumi Alpha. That's the only way I can see that.

people are assuming there are 9 more characters left because the characters select is in Rows of nine.
It would look more organized if it didn't have any gaps.

It's a build in progress. They aren't going to show a build with limited characters and have the character select look disjointed. They minimize the character select screen to look best with the number of characters in the build.

If we were going by DOA World logic, the E3 build would've indicated only 18 total characters (two rows of 6).
