Of course the character was negatively received, it's not a bad feedback but rather an honest one towards the character and gimmick behind it. There is a huge factor here in regards to character design. Lucky Chloe was a character to appeal to a certain fan base and not the entire fan base. The majority of the fan base (especially Tekken) is not within that certain fan base, it's the vast majority. To be blunt, I can understand why the Tekken community feels that way.
Tekken however deserved to get hit with that since the community is a complete clusterfuck of not figuring out exactly what they want. Even if they did, Harada will just tell you to just deal with it and that he was bored making the character and he'll apologize for making the character when he stops making games (Which is unknown for how long that will be.).
What is difficult for games is making a character to appeal to both crowds (if not, all types of crowd) but that would be far too perfect, even for this game. So they could of made a character that appeal to the 'main' mass but instead, they chose not to and wanted to apply something of what seems to be a local trend just to boost sales yet Lucky Chloe on itself was a terrible idea for the concept in mind. What they could of done (If they wanted this type of character.) is make it much more different "but not exactly following the trend behind it.". The voice acting was clearly a mistake, but since Harada is a troll, he let it go because he knows it wounds the ears of everyone. Shit, if I was in his shoes, I would of done the same thing, except not as cringeful.
