I don't know why everyone is still debating this. The girl from the blurry character select image in Fighter Chronicles 2 is obviously Tengu wearing Nicole's armor.

Did my best to compare character portraits from squinting to the character portraits from previous builds. There are at least 2 or 3 extra slots on a third row starting beneath the 2nd row's 5th slot. Gen Fu and Alpha are implied to take two of those 3rd row slots. Considering the 3rd row is not even shown here alludes to the idea that the row reveals as you unlock, meaning it could also be longer than 3 but whoknows.

Random select is also missing that's actually another unlock for another character, plus to the far right you see the OK and and select symbol, which indicates that it is possible to get at least 7 more characters on the third row.

Ryu, Hayate or any of the ninjas never use their weapons as they fight, it's just hanging unto their backs and such

Really? How come cutscenes are mentioned after it describes what the character does as you use them. I split the sentences into two from the actual site:
