It will unlock for me at 9:00AM on Tuesday March 19th. (My timezone is GMT-8:00) The Pre-Load is ready but It just won't download for me, its supposed to be available 2 days before release and the countdown is already at 2 days 18 hours 55 minutes left.

Also just looked at the Nintendo eShop and it shows the DLC that is coming later, all of what is there are just the character licenses and the casino licenses, there's just one character license missing though. (Kasumi) I think we can guess who will be the playable character in the F2P version...

Yup, I pre-ordered it digitally and it was added to my download Queue after I checked out, the pre-load will be available on the 17th of March but we will be able to launch it on the 20th.
