I think that they will tbh but not now, in that season pass roadmap iirc they marked the April and May DLC as new so I think they will be fresh new outfits and then next season pass will probably have some legacy and updated throwback costumes

They will eventually but in the form of "legacy costumes" or as part of specific themed sets. To be honest, TN's "original" DLC isn't exactly knocking it out of the park. Personally, I preferred the collaborative DLC sets over the original "themed" sets.
