Im fine with the i9/i11 characters having situationally strong throws, like a wall reset throw or a low throw that launches, but stuff like kasumi/phase 4 i12 launcher throw, that's just stacking the deck. either have a throw break system or balance your throws amoungst the cast. characters built to have strong throws already have weak strikes, so why can characters with strong strikes also have strong throws?
However if it's a character with weak damage priority (such as Pai in DOA5), they kinda earn that throw game.
