In a game without a universal throw breaks, it's not like they have much to worry about. Though I fully agree with this status. Heck in general, any character that's i9/i11 shouldn't have access to ceiling throws for example.

However if it's a character with weak damage priority (such as Pai in DOA5), they kinda earn that throw game.

Im fine with the i9/i11 characters having situationally strong throws, like a wall reset throw or a low throw that launches, but stuff like kasumi/phase 4 i12 launcher throw, that's just stacking the deck. either have a throw break system or balance your throws amoungst the cast. characters built to have strong throws already have weak strikes, so why can characters with strong strikes also have strong throws?

and b4 any1 thinks i'm just hating on the 9 framers, this applies to character i play as well, specifically honoka and nico, Honoka has grappler level damage on her throws, utility throws, a launcher throw from a stance, AND a reset throw, all while being a 9 framer, there is literally no need for that. and Nico is another 9 framer yet she has her 236T which can be use to either reset or launch, this is too much.
