Its cause he doesn't have a pro gaming liscene, if you don't have that liscene,you can't receive full winning because of Japan's gambling laws (winning money from playing a videogame is seen as gambling in Japan), Momochi talked about this months ago about how he was against the pro gaming liscene because

It essentially allows an outside third party group to determine who's considered a pro gamer or not, as opppsed to just being good at the game you play, so not getting the liscene is his way of fighting it
