Honestly, even if they make things for free or bring creative meaningful content, I'm afraid their reputation will follow them.

Feel you there. I mean, a new IP is essentially a entirely completely different new game with entirely new characters that isn't under Itagaki's vision to what got DOA into this mess to begin with, which KT took advantage of and made it worse than what he originally intended. Because it was proven with Nioh, they can start over from scratch with new characters to be born popular.
Consider it like a second game. Similar to Namco having two fighting games under their label (Tekken and Soul Calibur). But then again, it's also a high chance that second game would just get treated in a similar issue to DOA, so there's that I guess. But who knows, it's confirmed by TN that they are working on an entirely new IP like Nioh which is also new, it might even be a fighting game like DOA, but I doubt it.
Ima be real honest with you: 1. They might care about it but they're not the ones calling the final shots, as for the ones who do call the shots, no, they don't
2. DOA's reputation as a competitive fighter wasn't the best before the whole hair customization issue, now that this scam of theirs is known by probably everyone, I really don't think that they can come back with 6
