I'm leaning towards the latter but learning about the technical aspect, it seems the PS5 right now is kinda up to par w/ PC for optimization. Looking at possible cost, to optimize it fully, I think it will be around $1000-$1200 so far.

A $500-$600 PC is for office work not gaming; you need to spend at least twice that for a good gaming PC. Building a $600 PC for gaming is a waste of time and money. I'd build a good PC and wait a little for the PS5, I don't like to be an early adopter anyway. Plus I don't think there'll be fighting games launched right away for the PS5 so no need to rush on buying it.
