Ayane 2T (or is it 1T? don't remember but she can launch people) is another one I hear but it's not standing. Brad Wong/Helena might have one but I don't remember the startup numbers.

Phase 4's 46T is i10 +14 standing, should give you a guaranteed launch.

Oh yeah, BT t from Brad is i6 and leads to stuff, and so does his standing 64t at i10,
and while Helena has throw launchers/into stun for days, I think they all are at least i12
And yeah, ayane does have a crouch throw launcher, completely forgot about that! but it only works if the opponent is BT and crouching, not a very common scenario lol
