But I see what you mean. I think fighting games need to take it into a more serious approach when it comes to the characters with what they are (especially in the anime), and then develop something based on them as the foothold.

Then again, the same could be applied to main heroes where in some fighters they'd be mid tier or even low tier, but they can't overly go nuts with them either or else everyone would pick the hero because of "protagonist plot powers, aka Goku".
