With the gacha game making money for them and with TN and even KT being liked more for the Nioh games as of late more than anything else I'd say that a NG reboot is more likely to happen first and if that becomes successful then soon after a DOA reboot would happen, if the NG reboot isn't successful then the DOA reboot would still happen but probably a bit later.

I think personally that DOA will be released sooner than a NG. Simply based on the fact that fighting games are growing and we have many fighting games released this year. Tekken recently released this year, MK1 did last year, VF is getting a new game. FG’s seem to make a return and I think TN could profit from this redemption.
