Interestingly enough, Dural is still banned in official tournaments so it's likely her boss CPU version that's playable. They probably just didn't want the character's unique animations to be wasted since you couldn't originally use her and it's just sitting there as a boss.
Not sure why they couldn't just find a way to balance her by just lowering the damage scale in some way.

Wonder how much they'll charge for that character. No way it'll be worth more than $10 for a character that you can't even use globally. Should be free, but that one is just my opinion.
