Donovan knew about Kasumi because she joined the DOA tournament. He cloned her because she proved the superior warrior by defeating Raidou. Kasumi joined because Raidou joined. Raidou joined because his goal is to find the strongest warriors in the world and steal their techniques, seeing the DOA torunament as the perfect opportunity for this.
