It deserves it. With such a ridiculous input you deserve a good reward if you pull it off.
PS: In the Lab stage (with explosive floor), it's looking like it will be 136 damage on HiC. Not half-life, but still very threatening. Unfortunately it didn't seem like doing an Izuna off the Lost World stage netted any extra damage (shockingly), but one can hope.
Good to see the Izuna will actually be a viable option over a simple launch combo. Maybe more Ryus will pop up after this. Also I wish I knew the exact damage boost to throws on Hi counter.
Ein's 33T does 83 damage on CT. I would love if it did around 100 on HiC.
Theoretically it's supposed to be +50% base damage on HiC (150% damage total). However, certain moves do not follow this. Tina's 364T is an example, which gets more than +50%.
Further weirdness comes with environmental stuff.

Deja Vu deals 5 vanilla Izuna damage. This is the same as it was back in DOA4, back when the Izuna was back at 80 damage. I wouldn't count on the Deja Vu getting buffed in 5U, sadly.
Her absurd HiC damage is supposed to come from the Shooting Star Press, even if it's not as wickedly badass as the Deja Vu,
