There are people that randomly throw them out as you're attacking and somehow manage to counter hit you. Newbie Kasumis, Ayanes, Hayates, and Ryus use 7K randomly all. the. time.

They often provide pushback or have reverse movement properties, such as ELiot's or Momiji's, that make them unpunishable. Really fuckin' annoying. They also typically crush high and low and are decent speed mids. Thus, they have insane priority. Bullshit.
