If you're talking about people over XBL/PSN, they're largely just sore losers who will complain that anyone they can't beat is "cheap."
I've heard people say Lisa, Ryu and Lei Fang are cheap. Go figure.

Lisa really sucks. Like she can be cheap... but it's like a small arsenal of readable setups, and Ryu sucks cause he's bound to the nin stance for advantage and mixups. Lei-fang... I don't understand yet... so they're not cheap. People just hate too much.

People feel all pressured from his wind dash and 3H+KKP.
His 3H+K has no mixups and can't be delayed. Whatever he inputs at the fast few frames, is what he gets. His wind dash launchers are unsafe, and his high punch is +7... so all they gotta do is block.
