I think it takes into account the benefits of a character's moveset not covered by the other "stats." For example, if a character has great reach or crush abilities, it would contribute to their "moves." Additionally, if a character has a variety of unpredictable combo chains than can trip low and help break guards or bypass counter holds, those would probably also add to "moves."
