Is it taboo in France? Just about every school here has anti-bullying policies (whether or not they're actually followed through with is a different story) and it's talked about a lot.
In Europe, France is so late compared to countries like Finland or England. Teachers know nothing about this issue and don't know how to react. We started discussing this topic in France around 2011, after the suicide of a 14 year old kid who set fire to himself.
We still have kids committing suicide so things aren't great here. There was a pretty popular documentary, I forget what it's called, where some very bad bullying of a kid with aspergers/autism was going on and it was brought to the principal's attention and she did nothing about it. She rightfully became a social pariah after that documentary went viral.
