Well @His Reverence has already given you the real answer, however in the fictional context as @Chapstick mentioned, this is the official description of the outfit from the NG3RE site:

If something, even if I really love Ayane's classic purple outfit from DoA2, personally I think that it could be considered much lesser a Ninja outfit compared to the blue standard one of Kasumi.
Squizzo
Skimpy isn't a bad trait for a ninja outfit, just means less cloth to to get caught and things, make sound and limit mobility. Technically the best outfit for a ninja would be completely naked with black body paint.
His Reverence
^ Squizzo is a good man.
Thus are video games, comics, novels, films, etc.
So I ask, does it really matter?
