Hmmm... if you think that way then it's fine. However, keep in mind that an Offensive Hold doesn't work like a throw as in that an OH beats strikes and not throws.
"Offensive Hold" is actually a shitty counterintuitive name because in other DOA's they worked differently, and to be honest those attacks have more things in common with throws than holds lol. OH's used to beat strikes, throws and holds in previous games, while in DOA5 they made "regular" throws' startup and active frames invincible to OH's.
