No. First Powerblow was during TGS (September 2011) and it was already announced as a new feature. But yeah, I think they used (and credited) Gen Fu's PB.

The three other moves for Gen Fu would add more diversity to his moveset. But I think they don't have any plan for the old fart. Eliot will probably take his moves in DOA6 and he will disappear... or stay the same.
