Precisely! I think the unsafer characters can be one of the best fighters in the game, but you can't just throw out moves with them. I also like the risk and reward thing that they have going on for them, it makes them a lot more fun to use and win with.

To an extent, however unsafe characters can also feel a little "limited" at times due to their relatively smaller quantity of safe moves.
