Do you have games on the platform that you are interested in/like handhelds in general? I own a Vita and it's great, but my tastes are not your tastes.

I haven't looked at all the games lol I mainly want one to replace my ipod. What are some games that you recommend?

What genres of games are you primarily interested? Would make it easier to recommend.

I just bought a used one from gamestop and it doesn't turn on

Your first mistake was used. Did you try to charge it first? Or did the trouble shooting power up? Check if the battery unit is dead?

You can always return if you have receipt.

Buying used hardware from GameStop? Bad move. I bought my XBone from GS used and the power button didn't work. 2 options a) Contact Sony support b) Return the product like #13 said.
