Not just that, but the human brain will high chance develop the habit for you to attack rather than throw because the risk can potentially be greater if you attempt to throw a move that you "know" it's unsafe but the recovery base is so quick that you won't exactly attempt to throw it and the response is usually honest to attack.
Unless of course, they put themselves in the position to constantly toss that move on you giving you a heighten moment to throw the move because you are seeing it more often than you should, but at some random point a move that is tossed out there with a quick recovery will be one of the moves you will not throw first on reaction.
But don't get me wrong of course, you will possibly find individuals that can throw that quick no problems. It's just the random off moments to where seeing a move that recovers really fast is usually the move 80% chance you will counterattack because the thought process to throw will not always be on your mind from a move that recovers quick.
The challenge is finding out when the "negative" frames begin. An issue that I see some players have with throw punishment is that they initiate the throw too late opening themselves up to being hi-counter blown.
