I truly believe that majority of JPN companies don't actually follow that. It is mostly "If a game does not sell well overseas, why should we bring it?"
If you look at a game previous history and show signs of minimum improvement or none at all, why should they? to please a "small" base fan? they could lose more than gain more because it's sales.
It's probably part of their Eastern culture, where respect, obedience and interdependence are much more valued compared to the components of the Western culture, such as autonomy, individualism and evaluation of self and others.
Well that depends on which game you're talking about..... I'f you're talking about an RPG... yeah I feel yeah. Everything else needs to be addressed on a case by case basis. In my oppinion I've alwayd believed Japanese Developers think they know whats best for the player, and honestly, I'm inclined to agree with them. Afterall, Player's are the worst critics.
