Is there any particular reason why that's ill-advised?

I mean, if it's being observed then obviously the opponent isn't throw-punishing, so coming out with an evasive move is not any less advisable than any other option in that scenario.

not to get into a debate about it; but the reason it's ill-advised, at least to me, is just how nonsensical it is. there is of course the case of "they punished late and I can blow them up on hi counter", however it's looked down upon as nonsensical, because if they didn't opt to throw punish you, you're basically just giving them a free counter hit (the other way it's observable).

That would be true if there were no evasive moves in the game.

and that would be true if every character had a crush that was fast enough to beat out all strike retaliation from any strike any character could throw out.

It's true regardless. Unless you feel that you should only strike if you are guaranteed to "beat out all strike retaliation from any strike any character can throw out." Which would be absurd, because you'd never be striking regardless of your frame advantage/disadvantage.
