Impossible to please everyone. Momiji is not in, people complain, Momiji is in, people complain. It gets annoying, i know it isn't the same people. But a new character is a good thing if well done. She is one of the more popular Team Ninja characters, so makes sense her early inclusion.

They knew about momiji's popularity enough. They seem to have took some extra care when it comes to her moveset (but only on release to confirm that). So i imagine they didn't want to plan a story segment for her, or didn't have the budget to do so because Koei wants to kill DOA.
