Considering playability of X360 and XBLA games won't be transferred over, I don't see why they would bother to have achievements transfer over. Acknowledging achievements for games that a person can't play on the new console sounds like LOLs to me.

Essentially, the idea is like having to purchase a non-transferable "product key" to use a version of Microsoft software.
