I can agree to this, just as Skilletor said, both sides should be given a choice. Good thing my characters are there from the jump, excluding Sakura from both SFIV and SFxTK.
I put it this way, I don't mind all characters being unlocked from the start because not everyone likes Single Player...

Some gamers are lazy these days, the casual crowd loves single player content while the competitive likes the content handled to them so all that is left to learn is the system mechanics/characters. I personally like both, call me hardcore. I enjoyed unlocking outfits, characters, completing...

DOA3.1 was more so better for competitive standpoints. Sorta how DOA4.0 was better than DOA4.1. Tom and the crew wouldn't be able to decipher them.
So I would see them giving it the same rating....
