I'm pretty sure that Shiden shares the same moveset with his son though but I get what you mean. Then again, Hitomi's father is stated to be a pure karate practitioner. I doubt you can make much changes with it (other than renaming the fighting style like Leon's Sambo turning it into Close...

I would pretty much prefer how Hitomi's father would materialize in 5LR as I see more fighter potential from him. (despite being said to have acquired an illness in Hitomi's DOA4 story) Maybe they could incorporate stance-based attacks for him to deviate from being a generic Hitomi/Ein clone.

The trailer was for 5U but there is always a high probability that it's going to be carried over for 5LR.

That's most likely the case. DLCs are getting carried over. I suppose they're just doing these for those people not getting 5LR.

Even with everyone being on the verge of moving on with 5LR, they still try to milk up 5U on its last few months with another uninspiring replicated fetish DLC. :/

Of course that alone would never be enough. Heck, it would actually be harder on TN's part to promote any of them when the things that always leave on the mind of a common gamer when it comes to DOA are boobs and bikinis.
